PopConstant is a command line application that encodes and decodes various files used in Populous that store constants (fixed values) used in the game. The program loads in the file as the first or second command line argument and outputs a new file with a additional extension (.dat or .txt). It can be used on such files as 'levels\constant.dat', 'data\plsdata.dat' or 'plssphr.dat'.
